Largest maritime passenger terminal in South America, in 2023 Concais completed 25 years of operations, establishing itself as a national reference in port security in the cruise segment.
Since its inauguration in 1998, the terminal has welcomed 12.6 million passengers and over 4 million crew members. When it comes to ships, the numbers are also impressive, as 321 ships have docked at the Port of Santos since its opening until the last season.
To mark the occasion, a major event was held bringing together key players in the industry and authorities to address the security theme. With an increasingly complex infrastructure, which ensures comfort and, above all, security, the terminal has already invested R$ 30 million since its opening in equipment, cameras, and security software updates, with around R$ 4.1 million invested only in 2023. All this investment complies with COANA (General Coordination of Customs Administration) Ordinances 80 and 76, which establish the operating conditions and technical requirements of the security system for a customs area. The customs clearance of an area serves customs interests and also defends the safety of travelers, crew members, and users of the port facility.

As the first passenger terminal certified by the ISPS Code in Brazil, with a complex infrastructure, Concais is endowed with security protocols that strictly follow the Security Plan approved by CESPORTOS/CONPORTOS, with mandatory international standards - ISPS CODE, which deals with the interface between ships and port facilities, preventing the boarding of explosives, among other things.
In addition to having the port security certificate, the terminal is also a fully customs-bonded area and, therefore, complies with all the provisions of RFB Ordinance No. 143/2022, from the Special Secretariat of the Federal Revenue of Brazil.
Understand how it all happens
One of Concais greatest commitments to passengers, crew members, ships, employees, and enthusiasts is security, especially because, due to waves of attacks, evolving violence, and danger, such as crimes against property, arms smuggling, explosive materials, and drug trafficking, security at cruise terminals has needed to be intensified in recent years.
It is mandatory for all passengers and crew members to undergo hand luggage inspection, metal detector scanning, and, when necessary, personal searches, all before boarding the ship at Concais boarding halls equipped with scanners, cameras, and security personnel.
Baggage inspection for items going to the cabins is one of the most important procedures in this security stage, as a large part of incidents involving the boarding of prohibited items and illicit products occur with their concealment within luggage. The baggage reception hall is fully customs-bonded, and 100% of the luggage is scanned.
Passenger flow is intense. When Concais receives three ships simultaneously, for example, it serves 32,000 passengers and an additional 2,500 cruise ship crew members. It is important to note that, on several occasions, the monitoring system also aids in identifying individuals with boarding restrictions or outstanding arrest warrants.
By ensuring control of operations with excellence in service, working in conjunction with security agencies, the terminal becomes a world reference, which has a positive local effect. In just the last season, the embarkation and disembarkation of passengers impacted the economy of Santos and the region by R$ 500 million.
